Allow customers and packers to edit Addresses

Only Administartors can edit addresses. It would be handy especially for 1PL for the Packer and Customer roles to be able to add and edit addresses.

Review Rate Card Report and could we look at an Excel export

Export the rate cards in another format. Preferably Excel which we were advised that we can not do, due to crazy conditionals.The current report card writer is not very user-friendly
