At the moment we have 1 Service type for every To and From Zone combination.
If I have three Service Types - General, Express and Hourly - that's three Transport Rate cards per each Zone combination, so for tenants with lots of zone combos and/or Service Types, there's potential for lots of duplication.
One solution would be moving the Service Type field to the Charge Groups, so that you could add multiple Service Types per Rate
