We've operated under the assumption that individual orders should remain separated for tracking / visibility purposes. This is particularly true if coming from an external system like Shopify where we need to send data back to them. Let us know the use case!

We often have a need for this also.
Customers will place a second order instead of editing the existing one and we then need to merge the orders to combine the shipping.
