CartonCloud lets users define rates that can contain a third decimal place. However, when this rate then appears as a charge, CartonCloud rounds it up to the nearest cent whilst still calculating it based on the fractional cent, because at some point the charged amount needs to be to two decimal places.
E.g. if `24 weight at $0.28` is displayed, CartonCloud may still be calculating the charge in the background as 24 x 0.275.
This idea is to add an option to "Display the fractional dollar value in the Charge line", to align it with what is being calculated
