Through Product Code filtering, it's possible for all products to be removed from an order, and then create an empty, rejected order.
In some cases this is valuable because the orders are visible. However in other cases they clog up the orders list.
Idea is to add an Org Setting (w/customer override) for whether or not to create an empty order.
