For tenancies that prefer to use pick waves, this would allow the greater lever of admin control and organization that is already available at the single order level.
This would involve adding the ability to assign packers to waves and also adding an assignment filter in mobile Wave Picking ("Assigned to Me", "Assigned to Others", etc)
