Add without Assigning Stock button - Customer Login

I've noticed that a customer cannot add product into a Sales Order that is backordered, even without assigning the stock. There's an orange button when adding an item that allows you to do this, that i can click, but my customer on their account doesn't have the option and that button doesn't appear?

Is there a way to ensure they do have access to that button so i don't have to do it for them each time and they can pre-set orders in Draft until the product comes in?
