The Purchase Order View page does not have an "add products" button when in draft status. the Sale order view page does have this button and it is the button that replaces the "approve" button.
I am unsure if the purchase order button should be replacing the approve button or if they should be side by side or some kind of "allow empty purchase order approval from draft" option on the customer/organisation setting level.
The button should act exactly how the existing sale order button or the add product button on the products tab.
