New option to allow consignments with duplicate consignment references to be imported

I would like to be able to configure against my customers to allow consignments with duplicate consignment references to be imported.

There are scenarios where my customer supplies duplicates and I can't do anything about it. When this does happen, I would like the confirmation message to advise me that the import was successful but contained duplicates.
