Adding packing instructions or delivery instructions to a Sales order or Purchase cannot be viewed unless you look at every order/consignment. There should be an icon on the order in the order list that alerts the packer there are packing instructions with this order, or a popup when you first open the order displaying the comment.
It is unrealistic to expect a packer to look into the details section for each order to check if there are packing instructions or delivery instructions.
