Prevent a Purchase Order from being confirmed without products
Prevent a user from changing the status of a purchase order from draft if there are no products entered on the purchase order. This is to prevent orders appearing to warehouse users when there is nothing to receive.
This is currently being used as a workaround for quite a few businesses, in which they want to bill for doing some kind of work. Or, they have no idea what's arriving and want to build the PO as they go (within the verification screen). Therefore, this change will not be made.
